File size drops here almost always come from bitrate, not resolution — a 1080p clip re-encoded at a lower bitrate can end up smaller than the same clip downscaled to 720p at its original bitrate, while looking closer to the source. The quality preset controls that bitrate/size tradeoff directly, so it's worth trying a couple of presets on one clip before committing to a batch, since the "right" preset depends on how much motion and detail the specific footage actually has.
