Apple Podcasts truncates episode descriptions at roughly that length, and a full summary plus a handful of chapter lines is exactly the combination that runs long in practice — the live counter here is checking a real constraint, not a padding buffer.
Plain text, not embedded chapters — this tool writes timestamps as plain text lines in the description, which is different from the embedded chapter markers some hosting platforms read from the audio file's own ID3 tags. Worth checking whether your host supports one, the other, or both, since a text-only timestamp list won't turn into a tappable in-app chapter list on every platform.
